DPM Consulting Group was instrumental in the development of the Halcyon Horizon Land Lease Community, offering a comprehensive suite of services that contributed to the fruition of the project. Our engagement spanned across multiple critical stages, each addressing distinct facets of design, management, and execution.
Project vision and planning
We worked closely with the principal to align with the project’s vision and provided comprehensive project planning, which involved regular attendance at consultant and team meetings. Our team conducted project feasibility assessments, essential for financial planning and cost control. Their proactive liaison with responsible authorities, handling of various applications, and expert navigation of negotiations ensured that the project adhered to the necessary regulatory standards and guidelines.
Service infrastructure report
We were also tasked with preparing a service infrastructure report, addressing key servicing constraints and opportunities on the site. This included identifying the timing, funding, and delivery of trunk utilities and their potential impact on the development’s staging strategy.
Stormwater management strategy
Our team created a stormwater management strategy that met the requirements of the responsible authorities. The strategy encompassed drainage catchment plans, flood modelling, and water quality assessments. We ensured that the strategy addressed the needs of Melbourne Water and the local council, while considering any temporary works or drainage outfall requirements.
The stormwater management strategy, a significant part of the project, required us to perform hydraulic modelling and assess external catchment influences. We sought to determine the viability of stormwater quality treatment and temporary retention facilities to meet regulatory requirements. Our team was proactive in seeking advice from the City of Greater Geelong and demonstrated their capacity for addressing complex drainage and hydraulic issues.
Our extensive experience in land lease communities, commitment to quality, and strong relationships with relevant stakeholders positioned them as a valuable partner in ensuring the success of the Halcyon Horizon Land Lease Community project. The expertise we hold in stormwater management and our dedication to project objectives was evident in our involvement throughout various phases of the development.
Functional design
Our contribution also extended to providing Functional Layout Plans (FLPs) that complied with project requirements, endorsed development plans, and permit conditions. We worked closely with various authorities to ensure that the design met their current requirements and standards. In addition, we coordinated the inclusion of easements and reserves in the plan of subdivision.
Detailed design and documentation
This involved the preparation and submission of detailed road, drainage, and civil drawings, including documentation suitable for construction. Our team collaborated with sub-consultants, ensuring their input was timely and suitable. Our attention to the constructability of designs, environmental considerations, and landscaping alignment contributed to a comprehensive design.
Tender documentation and management
We took on the responsibility of preparing tender documents, technical specifications, and schedules. This included playing a pivotal role in calling for and assessing tenders, eventually preparing a tender report and formal contract documentation in line with the principal’s preferred contract format.
Contract superintendency, administration, and site inspections
As the contract superintendent, we actively monitored and managed contractor performance, chairing regular site meetings and ensuring construction adherence to contract programs. Our team also provided recommendations on construction issues, variations, and assisted in payment certifications.
Authority compliance, handover, and as-built details
Our team coordinated and managed the handover process for both civil works and utilities, ensuring compliance with relevant authorities. We facilitated the process of obtaining consents and collected as-constructed details to meet authority requirements.
Occupational Health & Safety (OH&S)
Finally, we took on the role of monitoring contractor OH&S compliance, ensuring that OH&S requirements were incorporated into documents and assessing contractor OH&S performance.
Practical completion of the works is expected to be in May 2027.
