The Utilities Challenge: Rethinking Infrastructure to Unlock Housing Supply

The Utilities Challenge: Rethinking Infrastructure to Unlock Housing Supply

Australia’s housing challenge is not new. Demand continues to outpace supply, affordability remains under pressure, and projects across the country are struggling to keep up.

To explore one of the less visible but critical constraints, Suburban Futures has released a 10-minute documentary focused on the role of infrastructure in housing delivery.

DPM Consulting were proud to contribute to the documentary, with QLD State Manager Mal McCann sharing insights into alternative approaches to water and infrastructure delivery, and what they could mean for bringing projects online sooner.

Why Infrastructure Is Slowing Housing Delivery

Across Australia, many developments are ready to move forward. Land is available. Planning approvals are in place. Demand is strong.

Yet projects are still being delayed.

A key reason is the time, cost and complexity associated with delivering essential utilities such as water, wastewater and energy. Traditional delivery models often rely on centralised systems, long lead times and rigid processes that were designed for a different era.

The result is slower project timelines, increased costs and reduced housing supply.

As highlighted in the documentary, these delays do not just impact developers. They flow directly through to home buyers.

Challenging the Business as Usual Approach

The documentary centres around a simple but important question.

What if there was another way to deliver infrastructure?

Rather than relying solely on traditional models, it explores alternative approaches that are already proven but not widely adopted in Australia.

These include:

  • Modular and scalable wastewater systems
  • Precinct level water reuse and harvesting
  • Embedded energy networks and microgrids
  • Alternative infrastructure funding and delivery models

These approaches allow infrastructure to be delivered in stages, aligned to actual demand, rather than requiring significant upfront investment for long term capacity.

In many cases, this can reduce costs, accelerate delivery and bring housing supply online sooner.

DPM Consulting’s Contribution

As part of the documentary, Mal McCann shares DPM’s perspective on how infrastructure delivery can evolve to better support growing communities.

From a water engineering standpoint, the opportunity lies in flexibility.

Modular systems can be deployed early to support initial stages of development, then expanded as demand increases. This allows projects to commence sooner, without waiting for large scale network upgrades.

It also ensures investment is more closely aligned with actual need, rather than future projections that may take decades to materialise.

This practical, staged approach is a key part of how DPM supports clients across a range of projects, helping to balance delivery timelines, cost and long term performance.

From Theory to Application

One of the strengths of the documentary is that it moves beyond theory.

It highlights real world examples where alternative models are already delivering results, both locally and internationally.

The message is consistent.

The capability exists.
The technology is proven.

The opportunity lies in how these approaches are applied within the Australian context.

This includes planning frameworks, regulatory settings and stakeholder alignment, all of which play a critical role in enabling innovation.

Why This Matters for the Future of Housing

If Australia is to meaningfully address housing supply, infrastructure delivery needs to evolve alongside it.

Continuing with a business-as-usual approach risks reinforcing the same constraints that are already slowing projects down.

By contrast, embracing alternative models has the potential to:

  • Unlock stalled developments
  • Reduce infrastructure costs per lot
  • Improve project timelines
  • Support more sustainable and resilient communities

It is not about replacing existing systems entirely.

It is about expanding the toolkit available to deliver infrastructure in a way that better aligns with current and future needs.
